Michał Kempa
Director, Department of Economic Analysis, Ministry of State Assets, Poland
An expert with extensive experience in regulatory impact assessment, with a particular focus on the energy sector. Since September 2024, Director of the Department of Economic Analysis at the Ministry of State Assets. Previously, as a senior manager at EY Poland, led a team of analysts and managed projects related to energy market regulation and support schemes for energy-intensive industries.
From 2012 to 2016, Deputy Director of the Regulatory Impact Assessment Department at the Chancellery of the Prime Minister, where he oversaw impact assements on the economy and public finances. Participated, among others, in the development of the auction-based support system for renewable energy sources.
Holds a degree in economics from Nicolaus Copernicus University in Toruń and a PhD in economics from the Swedish School of Economics and Business Administration (now Hanken School of Economics) in Helsinki.
