Douglas O’Neill
Douglas O’Neill, a career member of the Senior Foreign Service, is the acting Deputy Chief of Mission at the U.S. Embassy in Warsaw, Poland. He has been serving as the Economic Counselor at the U.S. Embassy in Warsaw since August 2023. Mr. O’Neill brings over 20 years of diplomatic experience to Warsaw. Prior to Poland, Mr. O’Neill served as Deputy Director of the Office of Investment Affairs in the State Department’s Bureau of Economic and Business Affairs, where he advanced U.S. economic security priorities.
Mr. O’Neill previously served as Deputy Economic Counselor at the U.S. Embassy in Kyiv, Ukraine and led a team at the U.S. Embassy in Hanoi in expanding cooperation with Vietnam in the areas of environment, science, technology, and health. Prior to this, Mr. O’Neill served as a Watch Officer in the Executive Secretariat’s Operations Center and helped manage U.S. bilateral relations with Timor-Leste, Indonesia, and the Philippines in the State Department’s Bureau of East Asian and Pacific Affairs. He also served overseas at the American Consulate in St. Petersburg, Russia, and the U.S. Embassy in Paramaribo, Suriname.
Mr. O’Neill’s prior government service included working as an international economist at the U.S. Bureau of Labor Statistics and serving as a Peace Corps volunteer in Uzbekistan. Mr. O’Neill graduated from the University of North Carolina at Chapel Hill where he received a B.A. in Economics and English, which included a year of study at the Eberhard Karls University of Tübingen in Germany. He earned a Master’s degree in National Resource Strategy from the National Defense University. He is joined in Warsaw by his wife and two children.
