Łukasz Gałczyński is a graduate of the Faculty of Political Science and International Relations at the University of Warsaw and the Faculty of International and Political Studies at the University of Łódź. He also completed Executive MBA studies. Mr Gałczyński gained his experience working in public administration and serving on Supervisory Boards of State Treasury companies.

He worked as an advisor to the Minister at the Ministry of Health and as an expert responsible for information processing and analysis. Since 2018, he worked at the Ministry of Development and Technology, where, as Deputy Director of the Investment Development Department, he was responsible for shaping policy related to Special Economic Zones and the system of development institutions, including the development and adoption of new legislative solutions, including the Zoning Ordinance and the amendment to the Act on Supporting New Investments. Heading the Investment Development Department, he contributed to the adoption of assumptions for the introduction of the PFR Shield. While dealing with export insurance and the trade insurance market, he also acquired experience in the area of finance and insurance.

From February to April 2022 he served on the Supervisory Board of the Industrial Development Agency JSC. On 8th April 2022 he was delegated to act temporarily as Vice-President of the Management Board and since 28th June 2022 he is Vice-President of the Management Board of IDA JSC.
