Graduate of the Bialystok University of Technology at the Department of Civil Engineering, Faculty of Transport Infrastructure Engineering. In 2000-2002, he worked as the Civil Engineer at Przedsiębiorstwo Drogowo-Mostowe Olecko (road and bridge development company), then until 2004 as a construction site manager in charge of developing one of the largest infrastructural projects, i.e. the A2 motorway on behalf of NCC Polska Sp. z o.o. From mid-2004 he worked for Budimex-Dromex as a construction site manager and then a contract manager. In 2009 he was promoted to Regional Director. In 2011 Artur Popko became the Director of Transport Infrastructure. Since 2014 he has been working as the Director of Infrastructure Development and from 2016 also acts as a Board Member of Budimex SA.
